JUNE 18 – NOTICE FOR PUBLIC COMMENT

The Mississippi Department of Transportation (MDOT) in coordination with the Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization (HPFL) are hosting a 45-day comment period to allow citizens to review and comment on its Draft Statewide Transportation Improvement Program (STIP) and local Transportation Improvement Programs (TIP). The comment period will begin June 19, 2020 and end August 5, 2020.

MAY 14 – PUBLIC HEARING NOTICE

The City of Hattiesburg, Department of Urban Development has produced a draft amendment to the 2018-2022 Consolidated Plan and the 2019 Annual Action Plan, which outlines proposed use of CDBG and HOME grant funds from the U.S. Department of Housing and Urban Development. The City has produced a draft amendment to the Citizen Participation Plan.

The amendments proposed to all three (3) documents relate to the City’s response to the COVID-19 pandemic, and serve to enable the City to incorporate a special allocation of $321,280 in CDBG grant funding from the U.S. Department of Housing and Urban Development (HUD). Residents and other stakeholders are encouraged to provide any comments no later than May 21, 2020.

A Public Hearing will be held Tuesday, May 19, 2020 at 5:00 p.m. to afford an opportunity for stakeholders and residents to provide feedback and comments related to the proposed amendments. In light of social distancing requirements, this will be a VIRTUAL Public Hearing with access by internet or phone. APR. 23 – NOTICE FOR PUBLIC COMMENT

Notice is hereby given that the Hattiesburg-Petal- Forrest-Lamar Metropolitan Planning Organization (HPFL-MPO) is in the planning stages for establishing the 2021-2014 Transportation Improvement Program (TIP), and related documents and applications will be available for public review and comment. The TIP defines Federal aid projects for the HPFL- MPO area.

Notice is further given that the HPFL-MPO will hold a Special Called Technical Committee meeting on May 11, 2020 at 10:00 a.m. and a Special Called Policy Committee meeting on May 15, 2020 at 10:00 a.m. Details of the meetings follow.

The HPFL-MPO initiated a call for project applications on March 1, 2020 for proposed new projects or amendments to projects already on the 2019-2022 TIP. Applications were received from the member jurisdictions and will be considered first by the HPFL-MPO Technical Committee at the Special Called May 11, 2020 meeting and finally, by the HPFL-MPO Policy Committee at its Special Called May 15, 2020 meeting. Both meetings are scheduled for 10:00 a.m. at the Intermodal Facility (Historic Train Depot), Community Room, 308 Newman Street, Hattiesburg, MS. Both meetings include an opportunity for public comment in person. In light of public health concerns, new meeting parameters have been established. Visitors and members alike are encouraged to participate electronically. No more than 10 individuals will be allowed entrance into the meeting. Social distancing guidelines will be imposed. Individuals interested in attending the meeting are encouraged to do so electronically if at all possible. This notice serves to notify the public that the HPFL-MPO Committees will consider all projects on the existing 2019-2022 TIP, and the following applications.

• TIP Project #122 – City of Hattiesburg, Street Improvement, widening on Lincoln Rd between Hwy 11 and 28th Ave in FY 2024 ($3,780,000 in additional federal funds)
• TIP Project #502 – Forrest County, New Shared Use Path along Classic Dr. from Hwy 49 to Pine Tree Dr. in FY 2022 ($188,088 in additional federal funds)
• Former TIP Project #505 – Forrest County, Pedestrian Bridge at Country Club Rd crossing US Hwy 49 ($793,600 in additional federal funds)

Committees may take up edits or deletions to any other existing TIP project as they consider these applications.

This process is being conducted in accordance with the 2019-2022 Transportation Improvement Plan (TIP), the TIP Handbook, and the MPO’s Public Participation Plan (PPP).

This notice is intended to provide the public with the opportunity to comment on the proposed projects through May 14, 2020. The HPFL-MPO Policy Committee is expected to vote to approve a draft TIP at its May 15, 2020 Special Called meeting. The draft 2021-2024 TIP will be forwarded to MDOT for inclusion in the draft Statewide TIP, which will afford a 45-day comment period prior to final adoption. Public notice of public involvement activities and time established for public review and comments on the TIP will satisfy the PPP requirements.

MAR. 12 – NOTICE FOR PUBLIC COMMENT

The City of Hattiesburg, Mississippi, as required by the U.S. Department of Housing and Urban Development, has prepared a DRAFT 2019 Consolidated Annual Performance and Evaluation Report (CAPER).  The report provides details on the activities proposed and completed during the 2019 program year using Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) entitlement funds.

The draft report is available at www.hattiesburgms.com/community-development and will be available for review beginning March 12, 2020, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, through March 30, 2020. A public hearing for Monday, March 30, 2020 at 5:30 p.m. in the City Council Chambers of City Hall for the purpose of affording citizens of Hattiesburg an opportunity to comment on the Draft CAPER. Comments will be considered through March 30, 2020.

DEC. 26 – PUBLIC NOTICE AND COMMENT

NOTICE is hereby given that the City of Hattiesburg, Department of Urban Development has produced a draft amendment to the 2018 Action Plan, which outlines proposed use of CDBG and HOME grant funds from the U.S. Department of Housing and Urban Development.  The City published proposed amendments on November 21st and 28th, 2019, held a public hearing on the topic on December 9, 2019, and received public comments through December 23, 2019.  Public input is incorporated in the draft document.

NOTICE is further hereby given that the draft document is available for review at City Hall, First Floor, Department of Urban Development, 200 Forrest Street, Hattiesburg, MS.  The Hattiesburg City Council is expected to consider the amendment for approval at its regularly scheduled meeting on February 4, 2020 at 5:00 p.m. in the City Council Chambers, 200 Forrest Street, Hattiesburg, MS.  The City Council will review their agenda in the same location on February 3, 2020 at 4:00 p.m.  This agenda review meeting also includes an opportunity for public comment during Citizen’s Forum.

DEC. 19 – NOTICE FOR PUBLIC COMMENT

The Mississippi Emergency Management Agency (MEMA) District 8 is in process of updating the regional hazard mitigation plan. This plan update reassesses the risks and vulnerabilities to the Region and its assets, and the plan provides a strategy to address the identified risks and vulnerabilities. In order for MEMA District 8 to receive certain categories of FEMA funding, this plan must be updated every five years. The draft plan is available for public comment. 2020 Action Plan Public Hearing and Public Comment Period:

The City of Hattiesburg, Mississippi anticipates receipt of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development in January 2020 or soon thereafter.  The funds will be used to meet the primary objectives of the Housing and Urban Development Act of 1974, as amended, by providing access to affordable, decent, safe and sanitary housing and a suitable living environment and expanding economic opportunities for persons, of low and moderate-income.

The City of Hattiesburg, Mississippi and Forrest County, Mississippi anticipate receiving Edward Byrne Memorial Justice Assistance Grant Program funds from the U.S. Department of Justice (USDOJ) for Program Year October 1, 2019 – September 30, 2020. The total anticipated funding is $20,478.00. This grant program furthers the USDOJ’s mission by assisting state, local, and tribal law enforcement efforts to prevent or reduce crime and violence.

JAN. 17 – NOTICE FOR PUBLIC HEARING

NOTICE is hereby given that a petition has been filed by the City of Hattiesburg, with the Mayor and Council of the City of Hattiesburg, Mississippi, to adopt an amendment to the “Comprehensive Plan 2008-2028” of the City of Hattiesburg, Mississippi as follows:

To adopt the Twin Fork Rising Master Plan, Phase III

A PUBLIC HEARING in relation to the above-described amendment will be held at 1:00 p.m., Wednesday, February 6, 2019, in the Jackie Dole Sherrill Community Center, First Floor, Hattiesburg, Mississippi, before the Planning Commission of said City, at which time and at which hearing all parties of interest and citizens shall have an opportunity to be heard.

A copy of this plan can be viewed at the Planning Office on the 2nd Floor of Hattiesburg, City Hall located at 200 Forrest Street, Hattiesburg, Mississippi.

Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization

FY 2019-2022 TRANSPORTATION IMPROVEMENT PLAN (TIP)

Notice is hereby given that the Transportation Improvement Program (TIP) for the Hattiesburg-Petal- Forrest-Lamar County Metropolitan Planning Organization (HPFL-MPO) is being amended and will be available for public review and comment. The TIP amendment defines Federal aid projects for the HPFL- MPO.
