Position:           Purchasing Assistant

Rate of Pay:     $45,000

Individual must develop and maintain knowledge of state and city contracts and the various product markets utilized by the City, and possess the ability to communicate in a professional manner with vendors and city staff.

Individual must be able to assist purchasing manager with reports and research of a procurement nature and manage the capital and operations expenditure activities of Federal/State spending by:
• Creating and maintaining a filing system to store Federal/State records, reports and activities.
• Providing requested files, invoices, etc. as they pertain to FTA and Federal spending.
• Using the Federal Web-Site (SAM) to verify vendor’s eligibility to do business using federal dollars.
• Assisting Federal auditor with Triennial Review of FTA spending.

Examples of Work:
• Monitor the Fuel Man accounts and activities, order statements, and invoices when needed.
• Process travel advances and reimbursements based on Federal/State and City government policies, rules, laws and regulations.
• Assign staff with bid specification reviews, 2-Quotes, and public record requests.
• Travel to auto dealership to take delivery on City purchased vehicles when assigned.
• Prepare letters, memorandums, reports, council agenda packets, and complete miscellaneous forms as required.
• Solicit and process unadvertised bids.
• Assist in opening sealed bids.
• Prepare specification for bid advertisement.
• Review, verify and process travel requests.
• Provided training to requisitioners of purchasing nature.
• Perform other duties as assigned by Mayor, City Clerk and/or Division Manager.

Desirable Education and Experience:
Associate Degree or higher preferred but not mandatory. High school graduate or GED. Standard clerical knowledge and skills. Must be proficient in Microsoft Word, Excel & Munis. Ability to work independently as well as with a team. Ability to make independent judgement on work assignments which are consistent with the division rules and regulations. Above average communication and customer service skills.
